GTSR: Potential Prime Contractor List and Significant Work ElementsNOTICE: (Updated as of 11/09/2006)The purpose of this page is to assist potential subcontractors interested in providing services for the Significant Work Elements to identify themselves to potential prime contractors, and coordinate agreements prior to the date and time set for receipt of proposals. The lists below may not be all inclusive of interested potential prime contractors and may not consist of every prime/subcontractor accepted by the Government for work under the Significant Work Elements. Potential prime contractors and potential subcontractors submitting the required documents for acceptance evaluation may request that their acceptance not be listed on this page. Potential prime contractors are not required to utilize pre-accepted subcontractors listed on this site. Offerors are cautioned that waiting until the time and date set for receipt of proposals to obtain acceptance evaluations for subcontractors for the Significant Work Elements, may result in their offer being rejected if one or more of their proposed subcontractor evaluations does not obtain an acceptable determination. POTENTIAL PRIME CONTRACTOR INFORMATIONPotential Prime ContractorsContractors that are considering submitting a proposal as the Prime contractor for the IDIQ (2-year base and four 2-year options) may register as an interested prime and request to be added to the Potential Prime Contractor list. SIGNIFICANT WORK ELEMENTSIn connection with this contract, all work to be performed on Significant Work Elements shall be performed by individuals or firms that were specifically identified in the Contractor’s accepted proposal. After award of the contract, the Contractor shall obtain the Contracting Officer's written consent before making any substitution for these designated in-house personnel, subcontractors, associates, or consultants. If the Contractor proposes an addition or substitution, it shall submit the same type of information that was submitted in the accepted proposal to the Contracting Officer for evaluation and approval. The level of qualifications and experience submitted in the accepted proposal or that was required by the Solicitation, whichever is greater, is the minimum standard for any addition or substitution. The Government or the contractor may, after discussions and agreement, increase the level of qualifications and experience required to support the application of new technology or techniques identified during the life of this contract. Submittal: Firms interested in acceptance evaluation for the Significant Work Elements listed below must submit a brief description of projects that meet or exceed the minimum criteria specified for the element. The requesting firm must have been responsible for performing the referenced work on the project. Include the contract performance dates and point of contact to include name and phone number. Failure to provide point of contacts for all of the referenced projects may eliminate the offeror from acceptance consideration. NOTE: Unless the firm requests that their acceptance not be publicly released, accepted firms contact information will be posted. If the firm requests their acceptance not be publicly released, the acceptance will be recorded by WFLHD and only used for verifying acceptance information after receipt of prime contractors offer. 1. Traffic ManagementFirms must meet or exceed the following criteria, as a minimum, to be accepted: At least four Road/Bridge construction contracts over the past 7 years that consists of providing complex Traffic Management systems in remote, mountainous or other areas with limited access that required traffic control through multiple work zones with minimal delays to the traveling public. Work element must be no less than $200,000 or no less than 3 simultaneous work zones each greater than 1000 feet in length on each referenced project. As a minimum the work element must include:
Include within the narrative information about the number of work zones (areas) that were controlled, the systems that were used, the number of vehicles passing through the work zones and any innovative solutions and strategies that were utilized to meet maximum delay times. 2. Stone Quarrying and ShapingFirms must meet or exceed the following criteria, as a minimum, to be accepted: At least four projects over the past 7 years that consists of stone quarrying (producing) and shaping (finishing) masonry stone that replicates historic stone characteristics such as size, color, finished edge shape and finished surface. Include within the narrative information about the shaping techniques and equipment utilized, production rates and the historic or architectural attributes that were replicated and to what tolerances, and innovative solutions or strategies that maximized the use of raw materials. Work element must be no less than $350,000 or 100 tons (90 metric tons) of shaped stone for each referenced project. 3. Stone MasonryFirms must meet or exceed the following criteria, as a minimum, to be accepted: At least four stone masonry projects such as buildings, retaining walls, guardwalls, bridges, arches or culvert headwalls over the past 7 years that replicated historic stone masonry; that was performed in cold weather climates with short work seasons; that required concurrent or multiple work zones (areas); and limited or difficult to reach access. Work element must be no less than $200,000 or 1500 square feet (140 square meters) for each referenced project. As a minimum the work elements for all projects collectively must include:
Include within the narrative information about the number of work zones (areas) that were constructed concurrently, the number and size of crews performing the work, production rate, the historic or architectural attributes of the work and any innovative solutions and strategies that were utilized. 4. Construction of MSE Retaining WallsFirms must meet or exceed the following criteria, as a minimum, to be accepted: At least four Road/Bridge construction contracts over the past 7 years that consists of MSE retaining wall construction that required a stone or other masonry facing that was not a structural component of the wall and was constructed while allowing traffic to pass. Include within the narrative information about the number of work zones (areas) that were constructed concurrently, the number and size of crews performing the work, production rates, the type of stone or other masonry facing connected to the MSE wall and any innovative solutions that were utilized. Work element must be no less than $300,000 or 5,000 square feet (465 square meters) for each referenced project. 5. Rockfall StabilizationThis work includes: 5a. Rock ScalingFirms must meet or exceed the following criteria, as a minimum, to be accepted: At least four Road/Bridge construction contracts over the past 7 years that consists of rock scaling of roadside cuts that required mountaineering type climbing devices, cranes or other methods to scale areas that were unreachable (e.g.: 30 feet (9meters) or higher) by excavation type equipment from level ground or the roadbed; that required containment of scaled material; that required protection of existing structures; that required work to be performed during short traffic closure periods (e.g.: 30 minutes or less). Include within the narrative information about the type of terrain the scaling was performed on, the heights above the road or level ground, the methods and equipment used to contain the material, techniques used to minimize disturbance to the traveling public, and any innovative solutions that were utilized. Work element must be no less than $30,000 for each referenced project. 5b. Rock BoltsFirms must meet or exceed the following criteria, as a minimum, to be accepted: At least four Road/Bridge construction contracts over the past 7 years that consists of drilling and installing permanent rock bolts for slope stabilization or structural support both above and below the roadway; limited or difficult to reach access; constructed while allowing traffic to pass. Include within the narrative information about the tolerances for drilling, the required bolt tension, the quality control and testing methods utilized to ensure compliance with contract requirements, the number and size of crews performing the work, production rates, and any innovative solutions that were utilized. Work element must be no less than $100,000 or 1,000 linear feet (300 meters) for each referenced project. 6. Shotcrete ConstructionFirms must meet or exceed the following criteria, as a minimum, to be accepted: At least four Road, Bridge, or other projects over the past 7 years that consists of shotcrete construction work that required reinforced, colored shotcrete to be applied and sculpted to replicate natural rock cut features; that required drainage functions to be sculpted into the shotcrete so that they appeared natural; that required a significant amount of the shotcrete to be applied and sculpted to areas between 10 and 30 (or more) feet (3 and 9 meters) above level ground; that required the work to be performed in narrow areas while allowing traffic to pass through the work zone. Include within the narrative information about the staging of materials to ensure efficient operation, the number and size of crews performing the work, production rates, the type of natural features that were replicated and any innovative solutions that were utilized. Work element must be no less than $50,000 or 100 square yards (85 square meters) for each referenced project. 7. Structural ConcreteFirms must meet or exceed the following criteria, as a minimum, to be accepted: At least four Road/Bridge construction contracts over the past 7 years that consists of construction of cast in place, precast or other structural concrete structures such as bridges, retaining walls, and box culverts; that required the work to be performed in cold weather climates with short work seasons; that required the concrete to meet a stringent mix design; that required complex scheduling of materials to ensure timely delivery; that required the work to performed in narrow areas while allowing traffic to pass through the work zone. Include within the narrative information about the methods or system used to control the quality of materials to assure adherence to the mix design and contract requirements to deliver a quality product; staging and scheduling of materials to ensure efficient operation; the number and size of crews performing the work; and any innovative solutions that were used to address climatological conditions or technical or logistical problems such as transporting concrete long distances through heavy traffic. Work element must be no less than $100,000 or 100 cubic yards (76 cubic meters) of structural concrete for each referenced project. 8. Subsurface Stabilization ApplicationsThis work includes: 8a. Compaction GroutingFirms must meet or exceed the following criteria, as a minimum, to be accepted: At least four Road/Bridge construction contracts over the past 7 years that consists of drilling and performing compaction grouting to stabilize the subgrade of a roadbed, bridge approach or other embankments constructed while allowing traffic to pass. Include within the narrative information about the number and size of crews performing the work, production rates, the tolerances for drilling, and any innovative solutions that were utilized. Work element must be no less than $50,000 for each referenced project. 8b. Micro PilesFirms must meet or exceed the following criteria, as a minimum, to be accepted: At least four Road/Bridge construction contracts over the past 7 years that consists of installing micro piles to stabilize the subgrade of a roadbed, bridge approach, embankments or underpinning historical structures constructed while allowing traffic to pass. Include within the narrative information about the number and size of crews performing the work, production rates, the tolerances for drilling, and any innovative solutions that were utilized. Work element must be no less than $100,000 or 1,000 linear feet (300 meters) for each referenced project. 8c. Ground AnchorsFirms must meet or exceed the following criteria, as a minimum, to be accepted: At least four Road/Bridge construction contracts over the past 7 years that consists of drilling and installing ground anchors to provide cutslope or embankment stabilization; limited or difficult to reach access; constructed while allowing traffic to pass. Include within the narrative information about the tolerances for drilling, the required anchor tension, the quality control and testing methods utilized to ensure compliance with contract requirements, the number and size of crews performing the work, production rates, and any innovative solutions that were utilized. Work element must be no less than $100,000 or 1,000 linear feet (300 meters) for each referenced project. |
