An Important Notice Regarding Solicitations

The Federal Acquisition Regulations (FAR) Part 5.102 requires Federal agencies to make all solicitations available electronically. Paper copies of our presolicitation and solicitation documents will no longer be available. This notice outlines the many changes associated with our transition from paper procurement to electronic procurement in Western Federal Lands Highway Division (WFLHD).

Upcoming Work and Preliminary Plans
Presolicitation notices will no longer be mailed to contractors, subcontractors, suppliers, or plan centers. All notices of upcoming WFLHD construction projects will now be posted here, on the WFLHD website, and on the Federal Business Opportunities (FedBizOpps) web site.

Automatic Notifications
By registering to receive notification on posted synopses, you will be automatically notified via e-mail of any changes to the project. To register, select the "Register to Receive Notification" button and follow the steps. Follow the same procedure for EACH project.

Interested Vendors List = Plan Holders List
The "Interested Vendor List" (IVL) will replace the "Plan Holders List" that was previously included with solicitation packages. Access the IVL for all WFLHD projects through the FedBizOpps website. To register as an interested vendor, select the "Register as Interested Vendor" button and follow the steps. Follow the same procedure for EACH project.

When obtaining solicitation documents through FedBizOpps, use the "Register as Interested Vendor" option to add your company name to the IVL for each project you select. You can also view or print out the IVL by selecting "View List of Interested Vendors" for each project.

Solicitation Documents for Advertised Projects
For WFLHD construction projects that are currently advertised, the Invitation for Bids documents are only available through the FedBizOpps website at the Solicitation Synopsis page.

Obtain solicitation documents through our website by selecting the Advertised Projects section. Select a project title to view the details. The solicitation documents include:
  • The Invitation for Bids (IFB) includes bid schedule, solicitation provisions, contract clauses, wage rates, and special contract requirements.
  • The Bidders Packet includes forms, bid schedule, solicitation provisions, bid bond, and map.
  • Note: Electronic bids will not be accepted.
Plans
At this time, plan sheets are available from this office in paper medium only. Pending finalization of the details to make plans available electronically, paper copies of the plans for advertised projects are available upon request.

Fax requests for plans of projects currently on advertisement to (360) 619-7932 or email contracts@mail.wfl.fhwa.dot.gov.

Requests for Plans must include:
  • Project name and number
  • Your company name
  • Attention line / contact name
  • Your full mailing address
  • Your phone number
Amendments to Solicitations
All amendments to solicitations will be posted on the FedBizOpps website. To receive automatic email notifications of amendments select the "Register to Receive Notification" button and complete the information for each construction project you select. By registering, you will automatically receive emails alerting you to access the site to view the changes and download amendments.
