Design Assistance
FHWA is currently developing Fish Passage for Bridge and Culverts, Hydraulic Engineering Circular-26. Until HEC-26 is completed, WFLHD will apply flow roughness simulation methods that attempt to create depths and velocities within the culvert barrel that are comparable to the natural stream channel. Thus, the barrel of the culvert is no more of a barrier to migrating fish than the natural stream channel for comparable flow conditions.
Several sources for design guidance are listed below.
Manuals and Guidelines
- Alaska Department of Transportation and Public Facilities for the Design. 2001
Memorandum of Agreement (MOA) Between Alaska Department of Fish and Game and Alaska Department of Transportation and Public Facilities for the Design, permitting, and Construction of Culverts for Fish Passage
Guidelines and procedures intended to ensure that culverts in fish-bearing waters are designed and installed to provide efficient fish passage with uniformity and consistency in Title 16 permitting.
- British Columbia Ministry of Forests. 2002
Fish-stream Crossing Guidebook
Forest Practices Code of British Columbia Act
Culvert design manual for culverts, fords and low water bridges, generally directed toward range and wild land roads.
- California Department of Fish and Game, Habitat Conservation Division. 1998, revised 2003
California Salmonid Stream Habitat Restoration Manual, 3rd Edition
Provides guidance for stream restoration and watershed monitoring. It is the standard in California for in-channel and in-stream structures for fisheries habitat improvement.
- National Marine Fisheries Service, Northwest Region, Portland, Oregon. 2004
Anadromous Salmonid Passage Facility Guidelines and Criteria - External Draft
NOAA Fisheries policy, criteria, rationale, and guidelines for designing anadromous salmonids passage facilities. It is used for actions pertaining to the various authorities and jurisdictions of NOAA Fisheries (including Section 18 of the Federal Power Act) and for consultation under the Endangered Species Act and the Magnuson-Stevens Act.
- Oregon Department of Fish and Wildlife, 2004
Fish Passage Criteria, October 22, 2004
Provides design criteria for fish passage plans and installed structures.

Forest Practices Technical Note Number 4, Fish Passage Guidelines for New and Replacement Stream Crossing Structures, version 1.0, May 10, 2002
Provides information that enables landowners and operators to install stream-crossing structures that have a high likelihood of providing fish passage.
- U.S. Fish and Wildlife Service, Region 3 Midwest Internet Site
Planning, Design and Construction of Fish Friendly Stream Crossings
Informal resources for planning, designing, and constructing stream crossings on small streams less than 20 feet wide. Identifies preferred crossing alternatives and provides design and construction guidance.
- Washington Department of Fish and Wildlife. 2003
Design of Road Culverts for Fish Passage
Manual detailing the design of permanent, new, retrofit, or replacement road crossing culverts that are intended to not harmfully impact salmonid migration.
- Western Federal Lands Highway Division, Federal Highway Administration, Vancouver, Washington. 1990
