Use the following GEOPAK User Preferences settings. Check this by opening one of your .DGN files and selecting...
Applications > GEOPAK ROAD > User Preferences

Pressing Feature Preferences brings up the dialog box below. For those of you who use Survey Manager, this would be a way to access the .smd file and edit as necessary. The .smd must also be attached to perform COGO visualization.
