Project Overview Western Federal Lands Highway Division (WFLHD) of the Federal Highway Administration (FHWA), in cooperation with the Matanuska-Susitna Borough (MSB) of Alaska, is proposing construction of a bridge across the Chulitna River and a public trailhead. The bridge and trailhead would be constructed in conjunction with a privately funded access road to the trailhead on public land. The road would connect George Parks Highway (SR 3), a scenic byway, to the public trailhead. This road from the George Parks Highway to the public trailhead will be a public road; however, any road beyond this point will be a private road. Funding for the proposed bridge and public trailhead is from the Highway Trust Fund and was authorized by Congress in the 2005 Department of Transportation Appropriations Act. In the act, the project is described as the Matanuska-Susitna Gorsuch Trails. The funds were appropriated as an “earmark” using Public Lands Discretionary Funds (PLD). The amount of funding available is approximately $1.9 million. The greatest portion of the access road to the trailhead is funded by the Boy Scouts of America (BSA) Great Alaska Council to access BSA property.
